How to Do:
Step 1: Open Command Prompt as Administrator. After type: “secpol.msc”




Now, “Local Security Policy” windows appears.
Step 2: Please find "User Account Control: Run all administrators in Admin Approval Mode" via location as below: "Security Settings -> Local Policies -> Security Options".
Step 3: Double click to this value, and change from Enable to Disabled.
Step 4: Restart PC after changed setting.
Step 5: Finished, re-try to open services, apps.
